How do I appeal a denied California PFL claim due to SDI benefits?

Steps to appeal an SDI-related California PFL denial

 This article explains how to appeal a California PFL denial that resulted from receiving or claiming SDI benefits during the PFL period. If you're a birth parent, you can't apply for PFL until your SDI benefits are exhausted; if you were denied for this reason, you have 30 days from the date on your denial notice to submit an appeal form explaining your eligibility dates.

  • You applied for California PFL and received a denial notice citing SDI benefits.
  • You are a birth parent whose SDI benefits were active during the PFL claim period.

Steps

  1. Locate the appeal form that was mailed with your denial notice.
  2. On the form, explain that you are eligible for benefits from your claim start date through 6 weeks post-delivery (vaginal birth) or 8 weeks post-delivery (C-section). You can find these dates under your Leave Map in Tilt.
  3. Submit the appeal within 30 days of the date on your denial notice. You'll receive confirmation once EDD processes your appeal.

What if it doesn't work

  • I lost or misplaced the appeal form: Mail a detailed letter to your local EDD field office instead. Use the office locator to find your office. The letter must include your full printed name, SDI Claim ID or EDD Customer Account Number, home address, phone number, reason for appeal, any request for language assistance or special accommodations, and your signature.
  • If none of these apply, contact your Leave Success Manager.

Limits and exceptions

  • You must submit your appeal within 30 days of the date on the denial notice — this deadline is not extendable through Tilt.
  • This process applies specifically to denials caused by SDI/PFL overlap, not to denials caused by employer wage continuation (see related article).
