How do I contact my state's paid leave program?

Quick answer

If your employer uses the default state plan (not a private plan) for paid family and/or medical leave, you can contact the official state agency directly using the phone numbers and portals below. Fourteen states have contact info listed: California, Colorado, Connecticut, Delaware, DC, Massachusetts, Minnesota, New Jersey, Oregon, Rhode Island, and Washington. Hawaii and New York are exceptions — do not contact the state directly for those; see the Limits and exceptions section. If your employer uses a private plan instead of the state plan, contact your HR or People team, not the state agency.

• I'm in Hawaii and want to apply for TDI: Do not contact the state. Hawaii's TDI program is administered by insurance carriers and/or employers themselves — contact your employer or their carrier directly.
• I'm in New York and want to apply for DBL or PFL: Do not contact the state. NY DBL and PFL are administered by private/public insurance carriers and/or employers themselves — contact your employer or their carrier directly.
• I'm not sure if my employer uses the state plan or a private plan: Contact your HR or People team to confirm before reaching out to any state agency.

Limits and exceptions

• This article only covers employees whose employers use the default state plan. It does not include instructions for private plans.
